تحلیل شبکۀ ارتباطی میان دستگاه‌های دولتی درگیر در مدیریت جنگل‌های حرای جزیرۀ قشم

چکیده

این مطالعه با هدف شناسایی و تحلیل مسائل مدیریتی مرتبط با جنگل‌های حرای جزیرۀ قشم انجام گرفته و به بررسی ارتباطات و همکاری‌های میان دستگاه‌های دولتی با استفاده از روش تحلیل شبکه‌ای پرداخته است. به‌منظور جمع‌آوری اطلاعات و داده‌های مرتبط با موضوع پژوهش، به دستگاه‌های اجرایی و جوامع محلی مرتبط در این خصوص مراجعه شد و از آنها خواسته شد دستگاه‌های دولتی درگیر در مدیریت جنگل‌های حرا را فهرست کنند. سپس پرسشنامۀ تحلیل شبکه‌ای براساس بررسی سه نوع شبکۀ ارتباطی (مراجعه، همکاری، اعتماد) میان دستگاه‌های دولتی درگیر در مدیریت جنگل‌های حرا تنظیم و توسط نمایندگان آنها تکمیل شد. داده‌ها پس از تکمیل و ورود به نرم‌افزار اکسل، برای تحلیل وارد نرم‌افزار UCINET6.718 شده و پس از تولید ماتریس تک‌وجهی، شاخص‌های کلان و خرد شبکه همچون تراکم و مرکزیت اندازه‌گیری شدند. نتایج تحلیل گراف‌ها با استفاده از نرم‌افزار NetDraw نشان داد که همۀ شاخص‌های خرد و کلان در شبکۀ همکاری، بهتر از شبکۀ مراجعه و در شبکۀ اعتماد، بهتر از شبکۀ همکاری است. همچنین همکاری و مشارکت دستگاه‌های دولتی استانی در کنار مدیریت‌های زیرمجموعۀ سازمان منطقۀ آزاد قشم از دیگر قوت‌های این شبکه‌ها محسوب می‌شود که می‌توان از آنها برای گسترش پروژه‌های مشارکتی در مدیریت این جنگل‌ها با حضور جوامع محلی بهره برد.

چکیده [English]

The aim of this study was to identify and analyze the management issues related to the mangrove forests of Qeshm Island and to investigate the relationships and collaborations between government agencies using the network analysis method. In order to collect information and data related to the research topic, they referred to the relevant agencies and local communities in this regard and were asked to list the government agencies involved in the management of mangrove forests. Then, a network analysis questionnaire was prepared based on a review of three types of communication networks (referral, cooperation, trust) between government agencies involved in mangrove management and was completed by their representatives. After completing the data and entering them into Excel software, the data were entered into UCINET6.718 software for analysis and after generating a one-dimensional matrix, macro and micro indicators of the network such as density and centrality were measured. The results of graph analysis using NetDraw software showed that all micro and macro indicators in the cooperation network are better than the reference network and in the trust network are better than the cooperation network. Also, the cooperation and participation of provincial government agencies along with the sub-managements of the Qeshm Free Zone Organization are other strengths of these networks, which can be used to expand the participatory projects in the management of these forests with the participation of local communities.
